Never a good idea. First of all, it is illegal to purchase a fake certificate. If caught, you may suffer some severe consequences. Unfortunately, some unscrupulous people and shady organisations have tried to take advantage of the desperation and gullibility of a few who are unable to do the test for various reasons … if the money is right. Apart from being dishonest, the candidate who buys a test report will have his character put in question. What’s the worst that could happen? For one thing, if your university has not kicked you out already, employers who do background checks will think twice about deciding to hire you. Your visa or permanent residency status in whichever country you are hoping to live in will most likely be cancelled if your test report is found to be inauthentic. You may be charged for fraud. Is it really worth all that risk?
